If a Scheduled Caste (SC) girl marries a boy from a General/Non-SC category in Jammu and Kashmir, they are entitled to significant financial and legal support from the government.
The UT administration follows the Dr. Ambedkar Scheme for Social Integration through Inter-Caste Marriages, which aims to bridge social gaps by incentivizing such unions.
1. Financial Incentive: ₹2.5 Lakh
As of 2026, the couple is eligible for a total incentive of ₹2.5 lakh. This is not a “loan” but a grant to help the couple settle into their new life.
- Disbursement Pattern: To ensure the stability of the marriage, the money is usually split:
- ₹1.5 Lakh: Transferred directly to your joint bank account via RTGS/NEFT.
- ₹1 Lakh: Kept in a Fixed Deposit (FD) for 3 years. You receive this final amount (plus interest) once the 3-year lock-in period ends, provided the marriage is still intact.
2. Specific Eligibility for J&K
For the application to be successful, you must meet these criteria:
- Marriage Type: It must be the first marriage for both the girl and the boy.
- The Caste Factor: The girl must have a valid SC Certificate issued by a Tehsildar in J&K, and the boy must belong to a Non-SC (General or OBC) community.
- Legal Registration: The marriage must be registered under the Hindu Marriage Act, 1955.
- Income: There is currently no income limit (revised from the previous ₹5 lakh cap) to qualify for this specific incentive.
- Time Limit: You must apply for the money within one year (or strictly within 6 months as per some recent UT-specific guidelines) from the date of marriage registration.
3. Documents You Will Need
You should prepare a file with the following:
- Marriage Certificate: Obtained from the Tehsildar via the JanSugam portal.
- Caste Certificates: Official SC certificate for the bride and a Non-SC/General certificate/affidavit for the groom.
- Age Proof: 10th-grade marksheet or Birth Certificate showing both were of legal age (18+ for her, 21+ for him) at the time of the wedding.
- Joint Bank Account: A passbook for a joint account in a nationalized bank (e.g., J&K Bank, SBI).
- Recommendation Letter: A recommendation from a sitting Member of Parliament (MP) or Member of Legislative Assembly (MLA) is often required to process the file at the central level.
4. How to Apply in Kashmir
- Register the Marriage: Use the JanSugam J&K Portal to get your official certificate first.
- Submit to Social Welfare Office: Take your complete file to the District Social Welfare Officer (DSWO) of your district.
- Online Submission: Alternatively, check the “Service List” on jansugam.jk.gov.in for “Financial Assistance for Inter-Caste Marriages” and upload your documents there.
5. Important Legal Rights
Aside from the money, the law protects such couples:
- Protection of Civil Rights: If you face harassment from family or society, you can approach the Senior Superintendent of Police (SSP) or the District Magistrate. In J&K, “Safe Houses” or police protection can be provided if there is a credible threat to your safety.
- Caste Status of Children: It is important to note that the children born of this marriage usually take the caste of the father. If the father is General, the children will technically belong to the General category for most reservation purposes, unless specific recent legal exceptions apply.
One Quick Tip: Ensure that the name on your SC Certificate matches the name on your Marriage Certificate exactly. Even a small spelling difference can cause the Social Welfare Department to reject the file.
